University of Virginia Law School professor Thomas Nachbar explains why excluding Russia from the internet is not possible because of the structure of ICANN, the Internet Corporation for Assigned Names and Numbers. He contrasts ICANN with SWIFT, the international payments network, and its ability to ban Russian banks from the system, and suggests the world’s approach to internet regulation needs to change.
