Course Description

This elective provides an in-depth study of the law of armed conflict, expanding upon foundations laid during plenary instruction. Discussions and readings will consider and compare U.S. and international perspectives on the Law of Armed Conflict (LOAC), including views of U.S. allies, the United Nations, the International Committee of the Red Cross, and Non-Governmental Organizations. Topics include sources of contemporary LOAC, in-depth consideration of the principles of LOAC and targeting, issues associated with battlefield status, regulation of internal armed conflicts, the interface between the LOAC and other areas of law, enforcement mechanisms, and current emergent topics facing today’s national security law practitioners. In addition, the course will enable students to participate in academic discussion related to current events and be provided the opportunity to analyze developing issues in the international legal community.

Course Notes: The instructors for this course are MAJ McDOWELL and MAJ McCORMICK. This course meets at the JAG School during its 4th Quarter, MARCH 18 – MAY 3, 2024 (NOTE: the course ends during the Law School’s final exam period). Due to weather, holidays, military requirements, etc., individual class sessions at the JAG School are subject to rescheduling on occasion. The JAG School attempts to reschedule make-ups at the same day/time slot, but there may be times when a meeting session date/time will not occur in the same day/time slot. All absences must be approved by the instructor. ENROLLMENT: Students seeking to enroll in this course must complete and timely submit a request e-form to SRO. SRO will begin collecting enrollment applications at an announced time in the fall term, and the JAG School has final approval for any enrollment requests. The JAG School and Law School intend to finalize the roster of approved UVA Law students in this course by Jan. 26.
