Joshua B. Simmons is a partner at Wiley Rein LLP in Washington, D.C. He previously served as senior adviser and as an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State. Simmons has also practiced international arbitration and litigation at Covington & Burling and Three Crowns in Washington, D.C.

Simmons has extensive experience in treaty and commercial arbitration proceedings around the world and has represented foreign sovereigns and international investors across a broad range of industries. He also advises on national security law, public international law, and transnational litigation in U.S. courts. His publications include “Valuation In Investor-State Arbitration: Toward A More Exact Science,” 30 Berkeley J. Int’l Law. 196 (2012).

Simmons graduated with honors and highest distinction from the University of North Carolina with degrees in economics and political science. He received his law degree from the University of Virginia where he was a Dillard Teaching Fellow and member of the Virginia Law Review.
